The introduction of Planning Policy Guidance: Note 16 (PPG 16), issued by the Department of the Environment in 1990, incorporated the care of archaeological remains into the planning system. As a result, most of the archaeological investigations carried out in the United Kingdom are developer led and funded (Commercial Archaeology).
